The report is about the audit of government transfers to local and regional authorities for the fiscal year 2009. In 2009 government transfers amounted to DKK 304.4 billion.

The Ministry of Social Affairs, the Ministry of Employment and the Ministry of Refugee, Immigrant and Integration Affairs administer government reimbursement of local authority payments to citizens, such as pensions, welfare benefits, etc. The Ministry of Interior and Health administers government transfers to regional and local municipalities. The report provides an overall assessment of the ministries' administration in these areas.

Rigsrevisionen has also examined the Ministry of Social Affairs' administration of the central reimbursement scheme and the local authorities' recovery of reimbursements from this scheme. The scheme was introduced in 2007 under the Structural Reform which transferred the overall responsibility for activities in the social area from the regional to the local authorities. The objective of the central reimbursement scheme was to guard the local authorities against heavy expenditure on particularly cost-consuming individual cases,
