Report on the impact of the rule simplification effort

The report concerns the ministries’ efforts to simplify regulation in the period 2001 – 2006. The NAOD bases its comments on a broad interpretation of the concept of simplification, namely the administrative burdens put on citizens, enterprises and public institutions. Thus a simplification of rules and regulations can imply a simplification of current regulation, alleviation of administrative costs and the introduction of electronic reporting solutions. The report includes an examination and assessment of how the efforts have been managed, the methods of measurement developed to evaluate the ministries’ fulfilment of the objective, the impact of the efforts made, and how the ministries have ensured the simplicity of new regulation.c
