Report on the government's use of consultants

The report is about the government's use of consultants. The objective of the examination has been to determine whether the procurement database of the Agency for Government Management is providing an overall view of the government's spend on consultancy, and whether it provides a platform for joint framework agreements in the consultancy area. Another purpose of the examination has been to determine whether three selected institutions are using consultants strategically and whether they follow up on their purchases of consultancy and assess the benefits of the consultancy services provided. The three institutions are SKAT (Danish tax authority), the department of the Ministry of Education and the Agency for Spatial and Environmental Planning. It appears from the procurement database that these three institutions are among the institutions that were spending the most on consultancy in 2008.

Rigsrevisionen has examined a sample of 36 purchases made by the three institutions. Rigsrevisionen has not assessed the institutions' management of the risk related to in particular large IT purchases, including changes in delivery schedules, price and quality.

The examination was initiated at the request of the Public Accounts Committee.
