The report is about the effect of participation in active labour market programmes of welfare benefit recipients who are not ready for the labour market. This group of welfare benefit recipients have other problems besides being unemployed and they are not covered by the unemployment statistics.
The objective of the examination has been to assess whether participation in active labour market programmes of welfare benefit recipients has a positive employment effect. Rigsrevisionen has assessed whether the Ministry of Employment has obtained knowledge of the effect of participation in active labour market programmes of welfare benefit recipients who are not ready for the labour market. Rigsrevisionen has also examined whether participation in active labour market programmes has helped the welfare benefit recipients who are not ready for the labour market into the labour market in the period 2006 to 2009.
Rigsrevisionen has taken the initiative to the examination.
