Report on the transfer of research-based veterinary services provided to the public sector
The purpose of the study is to assess whether the Ministry of Higher Education and Science and the Ministry of Environment and Food have provided a clear framework for research-based public-sector services in the veterinary field, and whether the Technical University of Denmark (DTU) has ensured clear agreements on the financial terms for the provision of such services. We also assess whether the Ministry of Environment and Food implemented a satisfactory tender procedure and what the financial implications of the procedure were.
It is Rigsrevisionen's assessment that the Ministry of Higher Education and Science has failed to ensure sufficiently clear financial guidelines in the veterinary field, and the Ministry of Environment and Food has not contributed adequately to clarifying the financial framework for public-sector services in the area. It is furthermore Rigsrevisionen's assessment that the DTU has not secured clear agreements on the financial terms for the execution of the assignment in a satisfactory manner. Moreover, the Ministry of Environment and Food's implementation of a tender procedure has not been entirely satisfactory; as a result of the tender, the task will be transferred from the DTU to the University of Copenhagen and Statens Serum Institut, and the Ministry of Environment and Food will be required to pay DKK 22.6 million in transfer costs. The DTU is expecting to incur costs of DKK 26 million for closing its veterinary facilities plus costs of DKK 63 million related to a cancelled building project.
Rigsrevisionen initiated the study in June 2018 at the request of the Danish Public Accounts Committee.
